Haj quota allocations and all facilitation in India are administered by the Ministry of Minority Affairs (Haj Division) and the Haj Committee of India (HCCI). All visa approvals, accommodation assignments and travel authorizations are issued exclusively by Saudi Arabian authorities under the Ministry of Hajj and Umrah (MoHU) through the Nusuk Masar platform. Shukriya Travels acts as an authorized facilitation partner providing documentation assistance, advisory services, and operational logistics — not as an independent Haj organizer. No agent can guarantee Haj quota allotment.

How Haj Works for Indian Pilgrims

Application via HCCI / State Haj Committee
Indian citizens apply through their state Haj Committee or directly through the Haj Committee of India online portal. The application window opens annually (typically November to January for the following year's Haj).

Quota Lottery & Allotment
India receives a fixed annual quota from Saudi Arabia (approximately 170,000–175,000 pilgrims). If applications exceed the quota, a computer lottery selects successful applicants. Those with health conditions or qualifying criteria may receive priority consideration.

Document Submission & Health Clearance
Successful applicants must submit passport, photographs, vaccination certificates (Meningococcal, Influenza and any Saudi-mandated vaccines), medical fitness certificates, and supporting documents within specified deadlines.

Haj Visa Issuance
The Saudi Arabian Embassy issues Haj visas exclusively to confirmed quota pilgrims. Visa processing is coordinated through HCCI and Saudi consulates. No tourist or Umrah visa allows Haj performance during the Haj season.

Muassasa Group Assignment
Pilgrims are assigned to official Saudi Muassasa (service provider) groups for accommodation in Makkah (Azizia or central zones) and Madinah, Mina tents, Arafat stay, and Muzdalifah logistics.

Pre-Departure Orientation
Shukriya arranges comprehensive pre-departure orientation sessions covering Haj rituals, ihram rules, health precautions, emergency contacts, and packing guidance for all facilitated pilgrims.

Valid Indian Passport
Minimum 6 months validity beyond Haj return date. Must have at least 2 blank visa pages.
Passport-Size Photographs
White background. Typically 6–8 photos required. Saudi specifications (no glasses, full face visible).
Meningococcal Vaccine Certificate
ACYW135 vaccine. Must be administered at least 10 days before departure. Mandatory for Saudi entry.
Influenza Vaccine Certificate
Seasonal flu vaccine. Strongly recommended by Saudi MoHU for all Haj pilgrims.
Medical Fitness Certificate
Issued by a government-recognized doctor confirming physical fitness for Haj. Required for senior pilgrims.
Completed HCCI Application Form
Online application through HCCI portal. State-specific forms may also be required.
Mehram Declaration (Women Under 45)
Women under 45 must travel in a group without a Mehram under current Saudi regulations (verify current rules).
Proof of Residence / Aadhaar
Government-issued identity and address proof. Aadhaar card is generally accepted.
Bank Statement / Financial Proof
Recent 3–6 months bank statements may be required to confirm financial capacity for the journey.

No. Haj quota allotments are determined exclusively by the Haj Committee of India and Saudi authorities through an official lottery or priority system. No private travel agency in India has the authority to guarantee or sell Haj quotas independently. Haj is one of the five pillars of Islam, obligatory for every able-bodied Muslim who can afford it — performed during the prescribed month of Dhul Hijjah (days 8–13) including the mandatory Arafat stay and symbolic rituals at Mina and Muzdalifah. Umrah is a voluntary, non-obligatory pilgrimage that can be performed at any time of the year. While both involve Tawaf and Sa'i, Haj involves additional mandatory rites and is considerably more logistically intensive.

All official Haj operations in Saudi Arabia are conducted under this framework. The Haj package cost from India varies based on the official HCCI package category (Aziziah zone, Central zone, etc.), currency exchange rates, and the pilgrimage year.
